The role of regulation in maintaining order within a society is not unlike the role of dikes, levees and dams in maintaining the flow of a river.

B- The point has been explained by using an analogy. Keep it

Universal Statement: With regulations in place society can be useful but without it, it can be dangerous.
However, the above statement is not a universal statement. A universal statement is something like Newton’s third law: Action is equal to the reaction, which applies everywhere not just to humans or things. Therefore, the part of D that says “universal statement” is incorrect.
E- Nothing emotional. A point is made and explained using an analogy.
Hence, B is correct
