C and D are close call .
Out of which D is good...

B would have been corerct if it was the following way

The Senate, passing its measures ,marked the end of the last day of the congressional session.

IMHO D should be correct answer

A and C are wrong due to "it's". Now the question is what actually marked the end of the last day...is it the senate or the senate's passing? Out of B and D...I went for D. In the congressional session...probably the passing marked the end...

Yes, the OA is D.

Please note that:
"its" is the possessive form where as "it's" is equivalent to "it is"

between B and D.

D is more logical than B.

My answer is D
