A and D are clearly out.

C is wrong because of semi colon + modifier.

Between B and E, E is wrong because of run on sentence.
B is correct.

A semicolon connects two closely related statements, with each able to stand alone as an independent sentence
The two sides of the semi-colon seem related enough - demise and subsequent treatment.
The problem with C is that what comes after the semi-colon is not a main clause

"Applauding his decision to seek treatment at home rather than go abroad"
What is the subject? Someone is doing the applauding, but we don't know who
