Splits used: (1) Semi-colon usage & (2) Comparison

(1) Semi-colon usage:
A semicolon is most commonly used to link (in a single sentence) two independent clauses (ICs) that are closely related in thought. When a semicolon is used to join two or more ideas (parts) in a sentence, those ideas are then given equal position or rank.
On this basis, we can safely eliminate (A) and (E) because what follows a semi-colon is not a clause (for a sentence to be called a clause, it needs to have a Subject-verb pair).
    (A) ; a 2007 census finding that there were 17,480 animals in the wild, ten times as much as in 1913 (NO VERB for the Subject "a 2007 census")
    (E) ; a 2007 census finding 17,480 animals in the wild, ten times as many as 1913 (NO VERB for the Subject "a 2007 census")

(2) Comparison:
We can see that the author intends to place a comparison between two figures from 2007 and 1913. Therefore, the comparison between these two figures should be non-ambiguous. One of the easiest ways to check for correct comparison is by placing the modified entity in its entirety.
    (B) a number ten times the number of 1913’s number. This makes no sense.
    (C) ten times what the number was in 1913. Here, the comparison is being made between the same number in two different years. This again is non-sensical. We ought to compare two separate figures from 2007 and 1913.
    (D) ten times the number for 1913. Here, "ten times the figure for 1913" is a phrase modifier (appositive) modifying the figure "17,480" in the preceding clause. The comparison is nice and makes sense. And thus (D) is the correct choice.
