I had chosen the option A as I did not see any thing wrong in it. But there is a close call between
A and D.
I think A with modifier ( "enabling ...." modifying conditions ) and B using pronoun "that" to connect to the rest of the sentence are both correct in this particular grammatical point.
But there is a catch in the || ism.
There is a difference when we say "Trees are ....." and "
The trees are ....".
Looking into the tone of Q:

I think we should have "THE TREES" ........ which makes D better than A.
