We can not use "which" because in that case "which" will modify "carbon-bromine bond" and that will be considered wrong.
So A and B are out.
In E, 'in turn stronger than' will also induce modifier problem because there is no clear reference.
"that" should clearly modify the "The strength of a carbon-chlorine bond" so first clause should be followed by "that".
C is out because "greater " is used.
Hence IMO D should be the answer.
