A) has a typo. "other" should be "others". It is the option that best conveys the idea in the sentence.

B) "with the intent that of others" is not proper english. "the intent of + (present participle)" is proper form
C) "them" should refer to "telephone credit cards numbers" whereas here, it erroneously refers to "telephone billings". How could you avoid telephone billings by using telephone billings? :)
D) once again, you have the intent of doing something. "intent of their use" is not proper english
E) "their" at the end erroneously refers to "telephone billings" and is fraught with the same error as in C
