Let me walk through each statement using the table data.

Statement 1 (YES): Montana had the highest hire rate in October 2023, while New York and the District of Columbia shared the lowest hire rates.

To verify, sort the October 2023 hire rate column. The highest value is Montana at 5.4 (next highest is Alaska at 5.2). The lowest value is 2.8, shared by both New York and the District of Columbia (the next lowest are California and Massachusetts, both at 3.0). Every part of the statement checks out, so this is YES.

Statement 2 (YES): In October 2023, only one more state matched the national hiring rate of 3.7 percent than the number of states that did in September 2023.

First, count states with a September 2023 hire rate of exactly 3.7: Indiana (3.7), Minnesota (3.7), and Missouri (3.7) — that is 3 states.

Next, count states with an October 2023 hire rate of exactly 3.7: Connecticut (3.7), Illinois (3.7), Kentucky (3.7), and Missouri (3.7) — that is 4 states.

4 minus 3 equals 1. Exactly one more state matched, so this is YES.

Statement 3 (NO): Statistically significant over-the-month increase in hire rate happened only in 2 states.

Key Insight: Look at the 'Statistically significant?' column for rows marked 'Yes,' then check whether the change was an increase (positive) or decrease (negative).

- Alabama: -0.7 (decrease)
- Kentucky: -1.4 (decrease)
- Louisiana: -1.3 (decrease)
- Texas: +0.6 (increase)

Only 1 state (Texas) had a statistically significant increase, not 2. Common mistake: confusing total statistically significant changes with only increases. So this is NO.
