why the answer for C is yes? please anyone explain

Sort the table by the column "Decision". The last 4 rows (3,4,7,8) all correspond to "case in which the corporation decided to contract with an outside company". For each of these rows, the value of the "Decision initiator" column is "Senior Manager".

The table shows nine cases in which different corporations considered whether to contract with an outside company to handle a particular function. For a given case, "yes" in the decision column means that the indicated corporation decided to contract with an outside company for the indicated function, and "no" indicates that it decided not to.

“Yes” decisions are in cases 3, 4, 7, and 8. All are telecommunications.

Answer: Yes

• For every listed case in which the function under consideration was telecommunications, the corporation decided to contract with an outside company.

Telecommunications cases: 3 (yes), 4 (yes), 7 (yes), 8 (yes), 9 (no).
Case 9 is telecommunications but decision = no.

Answer: No

• For every listed case in which the corporation decided to contract with an outside company, the decision initiator was a Senior Manager.

“Yes” decisions: 3 (Senior Manager), 4 (Senior Manager), 7 (Senior Manager), 8 (Senior Manager).

All initiated by Senior Manager.

Answer: Yes
