A two-step solution : Step1. Seeming, an adjective cannot modify
another adjective limitless nor does it make much meaning to say seeming number The adverb seemingly can appropriately modify another adjective, so we can confidently dump B/C/D.

Between A and E, drop A for using targeted to, a wrong idiom, Targeted at is the right idiom. So E.
