Creating a filter: supposing we can't find an error, we look to the answer choices.

Finding objective defects: we see a 3 versus 2 standoff between "include" and "includes." The grammatical subject is "countries," so the verb must be "include," limiting us to (A) through (C). Choice (C) uses the gerund "being" unnecessarily and (B) uses an improper idiom, "so much as," which would be "as much as" when used properly.

The correct answer is (A).
