It's between D and E because "The typical holiday shopper" is a Singular Subject and we need Singular Verb "tends".
I am taking E.
The typical holiday shopper, although seduced by row upon row of novelty gifts, tends to purchase the most practical items these days because he or she realizes that frivolous gadgets are often cheaply made.
- In E we are trying to emphasize that the typical holiday shopper tends to purchase the most practical items among various novelty gifts.
I think its correct to say that "The intelligent shopper tends to purchase items of greatest quality"
