It's between D and E because "The typical holiday shopper" is a Singular Subject and we need Singular Verb "tends".

I am taking E.

  The typical holiday shopper  , although seduced by row upon row of novelty gifts,   tends   to purchase  the most practical items  these days because he or she realizes that frivolous gadgets are often cheaply made.

- In E we are trying to emphasize that the typical holiday shopper tends to purchase the most practical items among various novelty gifts.

I think its correct to say that "The intelligent shopper tends to purchase items of greatest quality"
