It's between D and E because "The typical holiday shopper" is a Singular Subject and we need Singular Verb "tends".
I am taking E.

- In E we are trying to emphasize that the typical holiday shopper tends to purchase the most practical items among various novelty gifts.
I think its correct to say that "The intelligent shopper tends to purchase items of greatest quality"

D
A: Incorrect subject-verb agreement (the typical holiday shopper <-> tend)
B: Introducing phrase does not agree with what it modifies.
C: "to remain practical with" is awkward
E: 'most' vs 'more' unnecessarily changes the meaning of the sentence. I'd be surprised if this was the correct answer, though it is grammatically correct.
