I wud go with option D since the option talks abt the increase in the denominator.

Yes, D it is. It's one of that percentage and actual numbers problem. Increase or decrease in percentage doesn't affect numbers accordingly in some cases.

If total population has increased, total unemployed might have increased even though the percentage of unemployed has decreased.
