IMO C because it maintains parallelism.

The United Nations passed a resolution that would encourage banks to make micro-loans to citizens in developing countries and if borrowers failed to repay the loans they would be compensated.

A. if borrowers failed to repay the loans they would be compensated -> they is ambiguous , not sure whether it refers the borrowers or banks

B. failing to repay the loans would result in compensation for the banks -> subject is missing

C. compensate banks for loans that borrowers failed to repay -> correct ,tense seems fine and also encourage and compensate are parallel

D. compensating banks for borrowers failing to repay loans -> participle is wrong (not parallel)

E. banks to be compensated for loans that borrowers failed to repay -> to be compensated is wrong
