In your reasoning it is also possible that the cost of land remains constant and not necessarily increases. Also in rejecting A an assumption has been made that what has happened historically will continue to happen in future. What is all the development that needs large acres of land have already been completed and now no more development is going to happen. In that case the cost of farmland would remain constant or decrease. Answer should be A


Choice A is a repetitive argument already stated in line 2 of the argument. this is primary fact, not the only facts. dont know about other facts. but D says price is rarely decrease. so decrease lands + not decrease prices, ensure price will rise
