The stimulus can be summarized as:

1) majority of countries that have a single political party --> corrupt national governments --> weakness of local governments

2) some countries with multiple parties --> corrupt national governments --> weakness of local governments

Lets see the options.

(A) Every country with weak local government has a single political party. Not True!. What about the countries with multiple parties, that have weak local govt???

(B) Some countries with weak local governments have a plurality of political parties. TRUE! some countries with multiple parties --> corrupt national governments --> weakness of local governments. Thus, some countries with weak local governments have a plurality of political parties.

(C) Some countries with weak local governments do not have corrupt national governments. Not True! Stimulus states that all countries with corrupt national governments have in common, however, is the weakness of local governments.

(D) The majority of countries with weak local governments have a single political party. Wrong! Mistaken Reversal. If A -> B , it does not necessarily mean B -> A. ( Refer Cause & Effect Rules)

(E) Fewer multiparty countries than single-party countries have weak local governments. Wrong! Out of Scope
