former is noun. the sentence needs adj (formerly) to modify adverb (widespread). So B seems correct.

I will go with A
"former" may be a noun or adjective depending on the context.
Example
Noun: Tom and Dick were both heroes but only the former is remembered today.
Adjective: The sentence posted. "former" is modifying the noun "unavailability".
MA,
See the bold part above. I think adjectives modify noun or a pronoun ONLY not the adverbs. "widespread" is an adjective and is modiying "unavailability". "former" is also an adjective here and modifying "unavailability".

Though I think answer is B, reasoning given above is wrong.
Adjective can NOT modify adverb, but adverb can modify adjective.
Here widespread is an adjective(modifying unavailability), which needs an adverb, formerly.

you are correct. i mistakenly reversed the rule: adv modifies the adj.
