For a little over a month now I have been reviewing the material in the MGMAT books. I want to make sure that I get all the concepts (I am mainly referring to the Quant guides) before I start focusing on solving individual problems. So far this has been helpful as my score on two practice tests that I took has went from a 510 (Q28 V32) to a 620 (Q35 V39).
However, I am beginning to feel that I am wasting my time and I feel like I may retain more if I just jump right into solving problems. Reading the guides for the Verbal section has been very very helpful but I feel like math is best learned through practice.
What do you guys think?

It's generally best to learn the concepts then do practice questions... but if you are going to move onto practice questions make sure that you get the MOST out of them. This includes really learning why you got a problem right or wrong, keeping an error log, and doing them under timed conditions/through practice tests.
The only time it isn't good to work with practice problems is when you don't understand the concepts b/c then you are waisiting practice questions and not learning the underlying concepts as well.
Also, sometimes its good to learn the theory and then drill down that theory with practice questions that directly relate to that theory. So there is no definite answer, but just make sure not to just do questions to do them. You need to get everything you can out of questions when you do them. With following that advice, I don't think you can go wrong b/c practice questions can definitely be a part of your studying. You don't always have to do one thing, followed by another.
Also, here's a link to a study plan. You may already have a plan, but this plan also includes some great info on when/where to spend studying depending on where you are at: gmat-study-plan-start-your-gmat-journey-80727.html

After a while, of practicing problems, you should be able to start seeing which specific topics/theories are being tested and the ways they are being tested. Especially for data sufficiency questions, I believe that learning and mastering theory is an invaluable practice. There are several different ways in which the same math may be tested in DS, but unless you have a strong grasp on the underlying theory, a person may be relying too much on luck to solve problems.
That being said, if you feel that you are no longer absorbing any more theory at the moment, you may wish to do some problems first and then re-visit the theory and see if this helps to make things clearer. Try then to see exactly which theories are being tested. As GMATLA suggested, I believe it is fairly important to look at answer explanations for the questions one gets correct, as well as the questions that one gets incorrect. There were often little snippets of information I gleaned/saw ways of doing problems that helped improve my theoretical framework from questions that I answered correctly during my practice.
