There are 13 major cities in India. Vishal won a ticket to fly from Iraq to one major city in India and then directly to another major city in India before returning to Iraq. If there are 4 airports in each city, how many flight paths can Vishal choose from?

first flight: 13 cities * 4 airports ways
second flight = remaining 12 airports * 4 cities within them
total flight path for one way: 13 * 4 * 12 * 4 = 13P2 * 4^2

The flight route is: Iraq --> City A in India --> City B in India
Now, assuming the route above: we would have 1 * 4 * 4 = 16 ways (4^2)
We have 13 cities. But we need to permutate, since the route can be:
Iraq -> City A -> City B or Iraq -> City B -> City A. So 13P2 is the number of ways to arrange the cities.
Soln: 13P2 * 4^2 (C)
Now, assuming the route above: we would have 1 * 4 * 4 = 16 ways (4^2)
