Even though E is concise, I would go with C because E changes the original intent of the sentence - the original sentence talks about how men have changed their thought but E does not refer to them.
C for me
A - Wrong - from thinking it simply private property - grammatically incorrect
B - Starts with have been changes, but refers to as a change C - Change is the main subject here. with an inherent public interest transcending the individual owner’s prerogatives. referring to Change accurately
D - It refers to private property
E - Concise and very tempting but considering the clause "with...prerogatives" land cannot be the subject. Distorts the meaning of the sentence.
