Are we expected to know these conversions for GMAT ? Weirdly enough, the question tells us the relation between mg and gram, which I assume is pretty obvious, but provides no context between the relations of m cube and litre..

You are right, 1 m3 = 1000 L should have been provided. A proper GMAT question will include necessary conversions, such as 1 m = 100 cm or 1 km = 1000 m. However, you should have a few basic ones memorized, like 1 hour = 60 minutes, and similar fundamental conversions.

There is 0.00001 milligram gold in one liter of seawater. How many kilograms of gold is there in a water mass of 1 cubic kilometers? (1 gram = 1000 milligram and 1 m^3 = 1000L)

1 cubic km = 1000^3 m^3 = 10^9 m^3 = 10^{12} L
Gold in 1 cubic km = .00001*10^{12} = 10^{-5}*10^{12} = 10^7 mg = 10^4 gm = 10 kg
