Answe is D

My reasons are

1.) Author is saying that More Money = More Vacation abroad.
Since Currently more people have more money than they did 30 years back, more people are able to go for vacations.

Now author is assuming that money is the key factor for vaction in abroad. Hence if people had more money 30 years
back, more people would have gone for vacation in abroad.

2) Applying Negation Techinique in Option D :- If more of the British people 30 years ago had had enough money to vacation abroad, more would have NOT gone.
this destroys the Conslusion, which is More Money = More Vacation abroad

Hope this make sense.
