why is (e) wrong?

I understand the parallelism. could "may even" be substituted with "that"? I'm wondering if that is a good way to check to see if the sentence is written correctly. I was initially thrown off by the "may even".

I think we cannot really say from E that whether it is the treatment that is resulting in harm or the improvement.

"B" is correct for parallelism --> "bar distributors from advertising treatments for baldness that bring no discernible improvement and may even prove harmful ".
You will realize when you read only bold part.

"E" is wrong. First reason is "no parallelism". Second part of the sentence appears to modify "improvement" as Bhai said.
"may even" can't act as "that"

I think you are confusing usage of "that" as "restrictive clause" vs usage to present a "clause".
