E, the action is done in the past. B is wrong as there is no sequence of events in the past.

Since there is no condition out here so usage of "if" does not make sense
Down to C,D and E

C. question whether the timber industry, interested in cost-efficiency, might not initiate
Program has already happened.So might not initiate does not make sense.

D. wonder as to whether the timber industry, interested in cost-efficiency, were to initiate
were plural does not coincide with timber insdustry

E. wonder whether the timber industry, with its interest in cost efficiency, initiated
Correct one

Where is the subjunctive?
Is there a problem with using question? The other answers don't distinguish between question and wonder

There is a substantial different between question and wonder. When we use them as verbs: TO QUESTION means interrogate ora ask question of something, whereas TO WONDER means either to be affected with surprise or admiration, or to be struck with astonishment.

Imho the correct option is E because:

1) there is no condition, so we can eliminate A and B;
2) Wonder is better than question so we can eliminate C;
3) We can eliminate D because there is no coordination between the subject Timber Industry (singular) and the verb were to initiate (plural).

So choose E

(People) ... question if the timber industry, interested in cost-efficiency, might not be initiating a program ...

1. If vs. Whether
A. question if the timber industry, interested in cost-efficiency, might not be initiating
B. question if the timber industry, interested in cost-efficiency, had not initiated
"If" is used to state conditions/possibilities while "whether" is for questions/choices.

2. Verb tense & meaning
C. question whether the timber industry, interested in cost-efficiency, might not initiate
Wrong meaning, implying that the industry will possibly do it in the future.
A and B also don't make sense:
"might not be initiating" in A means they are possibly doing this now
"had not initiated" in B there's no reason to use past perfect since there's not another past action

D. wonder as to whether the timber industry, interested in cost-efficiency, were to initiate
Wrong use of plural "were" with singular entity "timber industry."

E. wonder whether the timber industry, with its interest in cost efficiency, initiated
People are now wondering if the industry did this in the past. Makes the most sense.
