(C) "on account of being" is wrong... generally "being" in this context is wrong on the GMAT.
(D) suggests that he approved the program at the same time as the urging, when the context makes it clear that he approved it in response to the urging.

Interesting. I was down to A and B. But couldnt decide on one.
I've seen many "urged by" sentences before. This is the first time I have noticed someone using "at the urging of".
