I didn't like "being urged" or "having been urged"... is sounds like they are still urging him despite the fact that he (governor) already made the decision. -> B, C are out
In E... the doctor is not parallel with the rest of the group, so out
Left with A and D... in A "at the urging" is a noun(?), definitely not verb, so works ok...
and in D I am not sure of the correct usage of "as" Isn't it correct to use "as... as," so there should be 2 of them in a sentece?
A - 'at the urging' is awkward
B - 'as a consequence of having been urged' too long
C - being urged not necessary as action happened in the past
D - close, would go with this if it said "as he was urged to do so"
E - governor already approved it, so use of 'urging him' not necessary

1. it is in passive. 2. "urging to do"? it doesnot make any sense. 3. "along with his chief advisers"? it is also awackward.
