D. maintaining wards with less patients cost twice as much as it does for existing hospital wards.
E. to maintain wards with less patients cost twice as much as for existing hospital wards.

B... this one is same as paved roads in OG.
B maintains the parallelism but going with the flow as mentioned in previous clause of the sentence.

Ya, I see the error in D. it should be 'costs' instead of 'cost' since 'maintaining' is singular. (should have shown little bit more patience.... this is how I lose lot of points in SC section)

I agree with B.
