I thinking it should with 'maintaing' since this is has to be the subject.

E -- is out for wrong comparision. ( but I think ' to maintain' is correct here).

So only C and D are left.

I chose D for clarity. 'it' also refers to 'cost' in option D .

IMO D.

B... this one is same as paved roads in OG.
B maintains the parallelism but going with the flow as mentioned in previous clause of the sentence.

Ya, I see the error in D. it should be 'costs' instead of 'cost' since 'maintaining' is singular. (should have shown little bit more patience.... this is how I lose lot of points in SC section)

I agree with B.
