B for using the correct idiom 'doing so' and using simple gerunds for both hiring and increasing. A and D use the wrong idiom 'doing this. C and E, use unparallel structures for hiring and increasing.

Though some education experts claim that the low test scores of children in the city can be raised by hiring more teachers and an increase in the amount of funding for textbooks and other supplies, others insist that doing this cannot guarantee any improvement.

There are two obvious errors in the original sentence:
1) || issue: "hiring" is not parallel to "an increase"
2) freestanding "this" is not allowed; we need "so" to refer to the action, not "this"

Quote:
A. by hiring more teachers and an increase in the amount of funding for textbooks and other supplies, others insist that doing this
- incorrect as explained above

Quote:
B. by hiring more teachers and increasing funding for textbooks and other supplies, others insist that doing so
- correct

Quote:
C. by a hiring of more teachers and increasing the amount of funding for textbooks and other supplies, other insist that doing so
- SV error: singular "other" requires singular verb. As we use "doing so" we need some actions to refer to, but first part of the clause presents gerund and noun, but not a verb.

Quote:
D. by hiring more teachers and increasing the amount of funding for textbooks and other supplies, others insist that doing this
- - freestanding "this", we need "so" instead

This is an idiom error
The Answer is B:0)

Though some education experts claim that the low test scores of children in the city can be raised by hiring more teachers and an increase in the amount of funding for textbooks and other supplies, others insist that doing this cannot guarantee any improvement.


A. by hiring more teachers and an increase in the amount of funding for textbooks and other supplies, others insist that doing this- the use of this is not idiomatic- this or that should not be used

B. by hiring more teachers and increasing funding for textbooks and other supplies, others insist that doing so- the change to so is the proper idiom and the rest remains grammatically correct

C. by a hiring of more teachers and increasing the amount of funding for textbooks and other supplies, other insist that doing so- the use of "a hiring" is incorrect as it is now a noun, and other insist that is also incorrect and too wordy.

D. by hiring more teachers and increasing the amount of funding for textbooks and other supplies, others insist that doing this- the use of this here is non idiomatic as discussed above.

E. by hiring more teachers and an increase in funding for textbooks and other supplies, others insist that doing so- increase needs to be increasing here to maintain proper structure.

B is the best choice.

Based on parallelism, A, C, and E can be eliminated. The parallelism is set off by the preposition by and we expect an object in the form of a noun or pronoun to follow a preposition. In A and E, hiring, a simple gerund can only be parallel to another simple gerund. Hence hiring and an increase are not parallel. Similarly in C, a hiring is not parallel to increasing.

Between B and D, D is wordy. The use of increasing the amount of funding in D is wordy and redundant compared with increasing funding in B.

Though some education experts claim that the low test scores of children in the city can be raised by hiring more teachers and an increase in the amount of funding for textbooks and other supplies, others insist that doing this cannot guarantee any improvement.

A. by hiring more teachers and an increase in the amount of funding for textbooks and other supplies, others insist that doing this

B. by hiring more teachers and increasing funding for textbooks and other supplies, others insist that doing so

C. by a hiring of more teachers and increasing the amount of funding for textbooks and other supplies, other insist that doing so

IMO B is the correct choice, increase in the amount of funding is unnecessary in option A although that cannot be the deciding factor. But Proper parallelism is maintained in B and experts vs others....Doing so is proper form to replace actions.

by hiring more teachers and an increase ...Parallelism error with A and E.

Doing this- this is pronoun and doesn't refer to action clause....D is out.
Amount of funding....Redundancy...C is out.

B has no parallelism issue. "Doing so" refers to action clause. B is correct.
