1) There is no subject-verb disagreement in Option C; the use of the bossy verb "must" indicates that the subjunctive mood is preferable here, and “Bossy verb (“requires”) + "base form of verb” (“bear” in this sentence)” is a correct subjunctive mood construction.
2) Yes; the clause "there are several important differences between them that must be borne in mind" is a grammatically correct construction, but it is inferior to the more concise and direct version used in Option B - "several important differences must be borne in mind" - as it is in the passive voice.
