 (C) that trout stocking be cut back in some states and they even remove the trout -- verb tense issue; Because the two actions are taken as similar/equivalent, they should be in the same form (e.g. "biologists are recommending x and even removing some trout...") 
"Are recommending" is present-tense...it's going on now. "They even remove" is an indicative-tense, "that's just what happens" verb, so logically it doesn't make sense, either. The purpose of the sentence is to talk about current events happening in trout stocking. 
 (D) that some states cut back on trout stocking and even their being removed -- usage of being

What are the issues in (B)?
What is ideal word to be used after - are recommending - a verb.
Can a preposition look good?

Eg:
Members are recommending to pass the bill.

If phase - and even that they remove - parallel?

I believe THEY correctly refers to biologists but THEM incorrectly 
refers to singular trout.

Thank you for the awsome explanation, just a doubt, I have read that when there is reported speech involved , "that " and "that" parallelism is required as in 'that' is repeated with every clause of the sentence, here (even though its not tested) we don't see "that" and "that" parallelism, is it the case that such "that and that" parallelism is not necessary in case of subjunctive speech ?
