A and B should have a "that" following recommending

C) "they" in the clause is awkward. It is unclear what it refers to.

D) Their is awkward

E) cut back and remove are parallel, it flows well. Right answer.

(A) cutting back on trout stocking on the part of some states and even their being removed -- recommending needs that
(B) cutting back on trout stocking on the part of some states and even that they remove them -- same as A
(C) that trout stocking be cut back in some states and they even remove the trout -- verb tense issue; Because the two actions are taken as similar/equivalent, they should be in the same form (e.g. "biologists are recommending x and even removing some trout...")
"Are recommending" is present-tense...it's going on now. "They even remove" is an indicative-tense, "that's just what happens" verb, so logically it doesn't make sense, either. The purpose of the sentence is to talk about current events happening in trout stocking.
(D) that some states cut back on trout stocking and even their being removed -- usage of being
(E) that some states cut back on trout stocking and even remove the trout - Correct

What are the issues in (B)?
What is ideal word to be used after - are recommending - a verb.
Can a preposition look good?

Eg:
Members are recommending to pass the bill.

If phase - and even that they remove - parallel?

I believe THEY correctly refers to biologists but THEM incorrectly
refers to singular trout.

(A) cutting back on trout stocking on the part of some states and even their being removed - (A) implies that ''being removed'' is happening simultaneously with the act of ''recommending''. This implication does not make sense.
(B) cutting back on trout stocking on the part of some states and even that they remove them - 'they' and ''them'' both refer to 'states'.
(C) that trout stocking be cut back in some states and they even remove the trout - has a parallelism error.
(D) that some states cut back on trout stocking and even their being removed - has the same error as described in (A).
(E) that some states cut back on trout stocking and even remove the trout - no error here. hence, (E) is the right answer.

Thank you for the awsome explanation, just a doubt, I have read that when there is reported speech involved , "that " and "that" parallelism is required as in 'that' is repeated with every clause of the sentence, here (even though its not tested) we don't see "that" and "that" parallelism, is it the case that such "that and that" parallelism is not necessary in case of subjunctive speech ?
