1. He has frequently defaced public property and gone to jail.
2. Although Ailurus fulgens is commonly called the red panda, the species is only distantly related to the giant panda and is actually more closely related to weasels and raccoons.
In the 1st sentence, "has" is not repeated but in 2nd sentence "is" is repeated (The species is actually more closely.....) WHY?. What is a deciding factor to repeat or not to repeat helping verb after AND?

The sentence construction differ. Read them this way:
1. He has -
- frequently defaced public property
and
- gone to jail.
2. Although Ailurus fulgens is commonly called the red panda -
- the species is only distantly related to the giant panda
and
- is actually more closely related to weasels and raccoons.
We require is in both instances as a verb to help the 2 different clauses. but the first sentence mentions a cause - effect relationship so only one has must do the job of applying to both!

Omission of helping verb from the second element of two parallel verbs is optional.
In example 2, even without the second "is" the sentence would be good.
In example 1, even with a second "has" the sentence would be good.
