I got an ok score in TOEFL - a 106 with 23 in speaking. Everything else was great as expected but I was expecting much more in speaking.
Although, I pass the minimum requirement for all schools except Oxford which has a 110, should I send my score or should I waive TOEFL?

EDIT: I've got a 41V by the way, which should be ok to prove my english abilities but not sure.
First of all, check with your target universities if TOEFL requirement can be waived. If it can be waived, I would advise you to use the waiver since you have this concern.
