Per Princeton Review, the answer is A. My answer is D, because I thought "which" has to modify the noun that's adjacent to "which". In this sentence, "which" doesn't modify "pre-school"
I think the answer should be D. "That" is a ambiguous, but I thought it's a better choice than A.

Isn't the "which" in A) ambiguous? It refers to "vaccinating children" but it could refer to "pre-school" as well.
