If we have 2.3 people per apartment, the ratio of people to apartments is 2.3 to 1, or 23 to 10. That's a reduced ratio, and our quantities must be integers, so the number of people must be a multiple of 23, and the number of apartments must be a multiple of 10.
From Statement 1, we have between 12 and 24 apartments. The only multiple of 10 in that range is 20, so we must have 20 apartments and 46 people.
Statement 2 is not sufficient, since we could have any number of residents greater than 40 that is a multiple of 23, so the answer is A.

I TRIED SEVERAL POSSIBLE COMBINATIONS.
