(1) Since we don't know the value of last term, we can't find the value of N.
Thus, insufficient.
(2) Since we don't know the value of first term, we can't find the value of N.
Thus, insufficient.
From (1) and (2) together, we get,
70= 18+(N-1)*2
From the above equation we can find the value of N.
Thus, sufficient.
Therefore, the answer is option C.

This question can be solved with no calculations using reasoning.
You know from the prompt that the sequence increases by 2 with each term.
You're asked to find the value of N. This can be restated more simply as: How many terms are in the sequence?
Statement 1:
You know the first term only. The sequence could be only a few terms, or it could be 20 or more (for example). More than one possible answer means that the statement is insufficient.
Statement 2:
You know the last term only. Again, there are many possibilities for the number of terms. Insufficient.
Together:
You know that the sequence looks as follows: 18, 20, 22... ...66, 68, 70. If you wanted to, you could count the number of terms. (No need to actually count!) Sufficient. The answer is C.
On Data Sufficiency, always reason things through before calculating. Frequently, calculations aren't necessary.
