Let 1990 value of expenditure be 100
1990 = 5% change
Prior 1990 = 1989 value = x
1990 value - 1989 value / 1989 value * 100 = % change
(100 - x)*100 / x = 5
(100-x)100 = 5x
10,000-100x = 5x
10,000 = 105x
X = 95.23 (1989 value)

=> 1989 value = 95.23 (Not to be considered)
=> 1990 value = 100

1991 value - 1990 value / 1990 value * 100 = % change

(1991 value - 100)100 / 100 = 5

(1991 value*100 - 10,000 = 500)

(1991 value*100 = 10500)

1991 value = 105

=> 1991 value = 105
=> 1992 value = 105*105% = 110.25
=> 1993 value = 110.25*109% = 120.1725
=> 1994 value = 120.1725*99% = 118.970
=> 1995 value = 118.970*99% = 117.78
=> 1996 value = 117.78*102% = 120.14
=> 1997 value = 120.14*104% = 125

1) among all the least value is 100 of year 1990
Hence Option A

2) highest value is 125 in year 1997
Hence option D

3) the greatest dollar decline is in year 1994.
1993 value is 120.17
1994 value is 118.97
Difference is 1.2 value.

While,
1994 value is 118.97
1995 value is 117.78
Difference is 1.19 (lower than 1994)
Answer is option B

Hence answers are options A,D and B

I would add to the abovoe answers that, just try to have a reference point at the beginning (Year 1990) as x and then try to see the changes and write them down. You don't need to be very accurate too with the numbers, as long as you can see the ups and downs and understand how the % change works it would be good enough.

When encountering this kind of problem, is it every time we need to literally calculate the exact numbers to opt out the results?

No, you don't need to calculate exact numbers all the time in such questions. I will tell you how I figured out the solution for this problem.

We are given the precent change, so +ve change means increasing and the -ve change mean decreased by lets say (2%). So a point on the graph -1 (y axis says percent change, hence it means if suppose the value was 100 in 1993, then it became 99) would mean the value decreased by 1 percent. That big line on the graph doesn't mean that it will have to have a great decrease.

Now, as we can see the +ve percent change are much bigger as compared to the -ve percent change. So, overall, the value has increased and it was the highest in 1997. Hence, the lowest value was in 1990 and the highest value would be in 1997.


This question must now seem very simple to you after reading this explanation.
