Easy one!

This had to be the correct answer because it substantiates the point about increase in efficiency when there's competition. This statement, if true, suggests that the same managers and employees who did not do a good job earlier have now become more efficient with time.

I got this right during my mock by POE, I felt no other choice seemed relevant other than A.
I was not able to connect competition to the various private contractors in 1st line.

This tells us that the same people as before are working in garbage disposal. Then it becomes more likely that the lack of competition before and its presence now is the differentiating factor. The same people are motivated now to be more efficient because they are facing competition from other private contractors.

(b) Over the last few years, changes in the types of industry located in Merryvale, have greatly changed industrial garbage-disposal work.

Has it become cheaper? Easier? We don't know. And even if we were given that it has, then this would weaken our conclusion that it is the public/private sector distinction regarding "competition" that improved work quality.

(c) At the time that Merryvale closed its municipal garbage-collection department, opponents of the move argued that it would result in reduced wages and poorer benefits for the garbage-collection workers.

Irrelevant what opponents said at that time. We have to support that competition led to improvements.

(d) Garbage from Merryvale can now be dumped at a landfill in a neighbouring county at a much lower cost than formerly.

This could explain the lower cost. Hence, if anything, it makes us doubt the editorial's interpretation.

Irrelevant. What neighboring towns did doesn't support the editorial's interpretation.

Had the exact thought process for a haha! Ended up rejecting it when I had to look at it from another point of view. Great question!

At the same time, the fact that the city "received several proposals for garbage-collection work from private contractors" does tend to indicate that competition between private contractors was involved in the process that led to the improved outcome described. So, the fact that it appears that a process involving some competition led to the outcome provides some support for the conclusion.

I figured that it could be that they got the contract, not through competition, but rather by using their connections with the city.

However, the truth is that this choice does strengthen the argument by eliminating a variable. Here's how.

The information provided by this choice indicates that the same people who were doing the work before the town made the switch were doing the work afterward. Thus, this choice serves to rule out the possibility that what caused the improved outcome was a change in the people handling garbage collection.

By serving to rule out that possibility, this choice makes it more likely that what really caused improvement was competition motivating people to do higher quality work at lower cost.

Adit_ Yes, agreed. A is presented as an Undercover agent, the real identity will be revealed only if we take a closer look at it and think about what the other side holds with this option. Also, I got to learn from solving these questions that, if we do not have a clear reason for rejection, just hold it and evaluate other options, when the options narrow down to 1, that's great. If there are still 2 answers left, just do the reevaluation.
