Here are my two cents:
The level of unemployment benefits has a greater impact on the percentage of employed workers age 55-59 than on the percentage of employed workers age 30-49.

Answer: From the graph, we can see that when black arrow (which shows b high and r high) is passing through the age group, employment is declined because unemployment benefits (b high) are high and when that same arrow is within the age group 30-49, employment rate is on a higher side. Hence, unemployment benefits play a role for the age group 55-59.

On the statement “The incentive scheme has the greatest effect on the employment rates of those workers who are within 5 years of the retirement age.” Can someone please explain to me what exactly "within" means and why? To what range does that translate into and why? Thanks a lot!!!

The incentive scheme has the greatest effect on the employment rates of those workers who are within 5 years of the retirement age.


Retirement age is 60. Workers within 5 years of age 60 are the 55 to 59 group and the 60 to 64 group.

From the table:
55 to 59 rises from 57.9% to 71.4%, so +13.5.
60 to 64 rises from 0.0% to 20.1%, so +20.1.

These are the two biggest changes in the table.

Answer: Consistent.
