In the TPA, the first question states "at least three" which means it can be more than or equal to 3, so shouldn't the answer be "No" for it as well? Because it holds true for only 3 subjects, so it is "at most three".



“At least three” means 3 or more, so exactly 3 satisfies the condition. Group Discussion is optimal for History, Economics, and Psychology, so it was optimal for three subjects. Therefore, the statement does describe Group Discussion. “At most three” would also be true here, but that does not make “at least three” false.
