In order to lessen the risk of accidents caused by careless driving and jaywalking at a busy intersection, the town of Colvin plans to install electronic equipment for monitoring and recording the traffic at this intersection during the morning and evening rush hours. Detailed information about this plan has been published in local papers, announced on the radio, and sent directly to every home in and around Colvin.

Thus choice E helps us evaluate the relative strength of the argument (the plan).
Choice A has it backwards; the percentage of Polvinians who pass through the intersection is not important.

Please note carefully the keyword I have highlighted.
This is evaluate the argument sort of question.
Answer choice E is correct because:
- If the number of driver passing through the mentioned busy junction not residing LOCALLY then the people driving through would not be aware of plan:
Result: Plan could fail
- If the number of driver passing through the mentioned busy junction residing LOCALLY then the people driving through would be aware of plan:
Result: Plan could succeed
Also note that in evaluate the argument questions you can check the answer choice by proving two polar opposite choices.

I go with option E. Reason:
A -- We cannot help predict the success of the plan with the % or Colvin residents who have already been involved in accidents.
B -- Opinion cannot be used to predict. We need data.
C -- The speed limit for the stretch of the road cannot be used to predict anything.
D -- Again we cannot use this information.
E -- Yes, if the percentage of drivers who drive through the intersection is known then by broadcasting this plan to the local residents we could predict the success of the plan.
