Interesting question, but I am in agreement that the question does not adequately clarify whether 11:00 and 12:00 are included or not. My understanding is that the GMAT is supposed to clarify this with inclusivity language. "Between" 11 and 12, without stating that 11:00 and 12:00 are explicitly to be included (in this case only one being included is contemplated in the answer), could very plausibly indicate that neither are to be included, which would render the answer 4 (C).

12:00 is "between" 11 and 12 while 11:00 is not similarly "between" 11 and 12?
