The following is my explanation

From Statement 1: F(0)=16, No Solution, as we don't if we can get a much lesser value than 16, when X= 1 or 2 or 3 or 4
From Statement 2: F(X)= (X-4)^2
=X^+16-8X
If X=0, The value will be 16
If X=1, the value will be 9
If X=2, the value will be 4
If X=4, the value will be 0
If X=5, the value will be 1, So, if anything value of X more than 5, the F(x) will be more than 1.
