Answer is C.
In D "council" is not same as counsel.
The rest have pronoun errors. Anyone must complemented with him/her. People must be complemented with them.
Are these really 700+ questions? I seriously doubt it. They also don't seem to be GMAT styled.

Which is why I dont think this is a GMAT styled question.
