Pardon me. I am on the verge of tearing up my brains. Below are two correct sentences from the question bank; you can google in the search field.
In Hungary, as in much of Eastern Europe, an overwhelming proportion of women work, many of them in middle management and light industry.
Despite the increasing number of women graduating from law school and passing bar examinations, the proportion of judges and partners at major law firms who are women has not risen comparably.
Why is the first sentence using plural verb whereas the second singular?

the proportion of plural this is a plural subject
where as the proportion itself is a singular subject
for instance --one-third of all the students are
where as
one out of three students is here
so in the second the subject is the proportion has not risen means it still talking about the proportion not the whole with modifier the judges and others same as my second example

Proportion of women. Proportion is singular. Women is not the subject. Generally anything followed by a preposition is NEVER the subject.
