Simple rule.
1. When Neither or Either is used, it is always singular.
Ex: Either is acceptable.
Either of the solutions is acceptable.
2. When two nouns are combined using Either or / Neither nor, the verb takes the number of the closest noun.
Ex: Neither the professor nor the boys were present.
Either the students or the professor is wrong.
Apply rule 1. You have the OA.

i think the question anceer had asked is what is the sbject of this sentence. Now this sentence is in the passive voice hence the subject is a design committee . However here the rule to reinforce is that neither/nor sentences will take the verb that is in agreement with the noun that is closest to it.
