Economic theory fails to explain the extent to which savings from personal income has shifted to short term bonds, money-market funds, and other near term investments by the instability in the futures market.

1. to which savings from personal income has shifted
2. of savings from personal income that has been shifted
3. of savings from personal income shifting
4. to which savings from personal income have shifted
5. to which savings from personal income have been shifted

I feel the answer must be instead of since the purpose of the sentence is served by the present perfect tense and there's no need to use the perfect continuous tense?

Experts please comment.

The last part of the sentence "by the instability in the futures market" makes option E preferable over option D.

The word savings is causing trouble.

Whether savings is singular or plural??

Can we count saving?? 1 saving 2 saving??

Difficult to say that

But we could definitely multiply or divide the the savings
Half the savings , Twice the savings etc.
Since these mathematical oprations can be done of savings so it is a countable noun and
Saving is singular and savings is plural

There are two aspects to e checked in this sentence
1. SV Agreement
2. Doer of the action in the underlined portion.

Savings is plural. Hence, a plural verb "Have" should be associated with it.
Also "Savings" can not shift by itself, hence the action of shifting must have a doer. The expression in passive voice takes care of that part in option E only. Hence it is the correct answer.

I think the answer should be E as against D because savings is plural so have is needed and been is needed to show that the savings have been shifted by someone else. Without the been, it sounds like the savings have shifted themselves.
