1) no sooner... ,than... is the correct idiom A,B are out
2) the imposition of the curfew is correct B,D are out
3) comparing two incidents "than" is appropriate and also as in 1) the correct idiom is no sooner...,than.. E is also out

The usage of "the" indicates that the reader is already aware which curfew is being discussed here; the "curfew" must have been introduced earlier by the author. It is often awkward to introduce something for the first time with the definite article "the" (unless it is an unique item).
