In option B we need a comma before "a number".
Also as per the meaning of the sentence it is the "consultants" modifying the clause.. "In order to make skiing smoother, safer, and more enjoyable"
but rightly speaking, the action is taken up by "the resorts". so B is out.
C is wordy and not parallel. Also "in the interest of" is a wrong usage as per the context of the sentence. usually it means favoring something.
A as such has no errors.
Kindly underline the portions in the question which are said to have the error.

B is missing a comma , C , D, E distorts the meaning. by PoE, A is the answer.
