Premise: Scopes did not break the law on his own initiative.
Conclusion: He should not be brought to trial.
There are two simultaneous assumptions in the above argument:
assumption 1: Those who commit crimes at the suggestion of others should not be held responsible for their actions.
AND
assumption 2: Only those who are held responsible for their actions should be brought to trial.
Option A states the first of these two simultaneous assumptions.
Note that that there are 3 components in the argument:
1. acting at others suggestion
2. not held responsible for the action
3. not brought to trial
The original passage links 1 and 3. Option A links 1 and 2 - there is another assumption that links 2 and 3 (which is not given in the passage or the option A).
