B-same error as A plus introduction of ''having'' which is totally incorrect in this context. 
Comma+ modifier should modify the previous clause and this case it doesn't make sense at all.
C - seems fine
D- comma + verb ing doesn't make sense here , it doesn't describe the former clause or reflects any causal effect.
E - totally awkward construction - 'not one that reflected that ' we should reject this right away.
No manager would even like to read it further (after coming across two 'that' in a phrase)
Moreover after that one should expect a clause or a subject verb pair .

I know that D is wrong because the stunt reflected on salary increases, but are miners are still thinking that the policy is only a stunt and not thinking that the policy will reflect no commitment, although the clause(reflecting~) modifies 'stunt' all together?

I am curious if D would be wrong if D said 'no commitment to contract negotiation and did not crease salaries'
